The people in many third world countries are being murdered and /or kept in poverty by cruel dictators. It is very difficult to get money to the people because dictators are putting it into their own pockets. Can we work with these rulers, satisfy their needs and at the same time have them help the people they control? Can we use the power of our foreign aid to require a more humane treatment?
